Close a NOFO amendment review with an explicit handoff record

An amendment review is unfinished when the text comparison closes but the team still uses yesterday's checklist. The practical deliverable is a short handoff record: the source set now in use, the decisions revisited, the working files replaced and the questions still open.

This article proposes a coordination method. The agency's instructions determine the amendment's effect; a comparison tool cannot decide applicability or permission to correct an application.

Start from a specific update

If you use Grants.gov notifications, choose them deliberately. Grants.gov's subscription guidance says saved-search updates do not cover changes to opportunity packages, while subscriptions to a selected opportunity include packages added, modified or deleted. A notice-search alert and a package-change alert therefore serve different purposes.

Record what triggered this review: the official update, its stated date and the time you retrieved the material. Open the current official documents. An alert is a prompt to inspect the source, not the source inventory itself.

Freeze the old working version

Before replacing files, preserve the existing register, originals, notes and exports. Identify the opportunity and your working revision so the previous basis for a decision remains recoverable.

Add the new material as a separate set while you inspect its relationship to the old one. Read whether the agency describes it as a replacement, correction or addition. If that relationship is unclear, record the question and retain both versions.

Map changes to decisions and tasks

For each substantive change, keep an entry with the old source locator, the new locator, the relevant excerpts, the affected work and the review outcome. Include an owner for unresolved questions.

Use these prompts to widen the review beyond highlighted words:

  • An added instruction: which applicant or project condition makes it applicable?
  • A removed passage: did it disappear, move elsewhere or remain imposed by another source?
  • A changed definition: which earlier interpretations depended on it?
  • A changed date: which stage does it concern, and what time zone or other conditions accompany it?
  • A changed form or attachment: which working file or package needs attention?

Do not shift every milestone merely because one deadline changed. For example, a hypothetical extension of a final deadline says nothing by itself about an earlier registration step. Keep that separate question open until its governing instruction supports a decision.

Inspect the application package as well as the notice

A clean comparison of the main PDF does not check official forms. Grants.gov's opportunity guidance warns applicants to use updated forms when a grantor modifies them, and describes form-update alerts in its Workspace. Include a package and form check in the amendment review where applicable.

A separate checklist or calendar export does not update the official application. Assign that work explicitly, and preserve evidence of the file or package version the team subsequently reviewed.

Write the handoff before circulating new exports

A concise handoff can state the current source-set identifier, review date, affected tasks and replacement filenames. Add the unresolved items, their owners and the next planned source check. Mark superseded exports clearly so a colleague can tell which one to use.

If you use NOFO Workspace source replacement, save the prior project and the separate amendment comparison. The normal project download contains the current working version. Keep the comparison when you need the previous source and removed notes. Recheck planning dates before importing a revised calendar; an earlier calendar entry may remain.

Keep submission evidence separate

An amendment log is evidence of your review process. It is not evidence that an application was submitted or accepted. Grants.gov's status guidance distinguishes receipt from validation and instructs applicants to download and inspect the submitted package when the status permits it.

Record submission tracking and the downloaded package separately from the amendment handoff. If the application was already submitted, follow the specific agency instructions for any correction or resubmission. Leave an unanswered procedural question visible instead of inferring permission from a changed notice.
